    Your FINANCE COMMITTEE, to whom has been referred


SENATE BILL 1


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 1, line 25, before the period, insert "; PROVIDING THAT A PORTION OF THE UNEXPENDED BALANCE OF AN APPROPRIATION TO THE LEGISLATIVE FINANCE COMMITTEE SHALL BE USED TO CONDUCT AN EVALUATION OF THE STATE'S ADMINISTRATION OF THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM".


    2. On page 7, between lines 4 and 5, insert:


    "SECTION 7. A PORTION OF THE UNEXPENDED BALANCE OF AN APPROPRIATION TO THE LEGISLATIVE FINANCE COMMITTEE TO EVALUATE THE STATE'S ADMINISTRATION OF THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.--Fifty thousand dollars ($50,000) of the unexpended balance of the appropriation to the legislative finance committee in the other costs category as provided in Subsection A of Section 5 of Chapter 1 of Laws 2025 shall be expended in fiscal year 2026 to conduct, in coordination with the health care authority, a program evaluation of the state's administration of the supplemental nutrition assistance program, including issuance of benefits to recipients. Preliminary findings shall be reported to the speaker of the house of representatives, the minority floor leader of the house of representatives, the president pro tempore of the senate and the minority floor leader of the senate on January 20, 2026, and a final report shall be submitted to the legislative finance committee on or before July 1, 2026. Any unexpended or unencumbered balance remaining at the end of fiscal year 2026 shall revert to the general fund.".
